For a multi-tier shelf with no window light, slim LED strip lights mounted under each shelf are a practical option. Look for "full spectrum" strips with a white light rather than red and blue diodes, so the shelf looks natural in a living room. Linkable T5-style strips, such as the Barrina 4-pack in our shop, can be clipped under each tier and plugged in as one chain.
Setting it up: mount a strip under each shelf so it lights the tier below. The top tier can get its own strip or rely on room light, depending on what you grow there. With no daylight at all, plants need a long, regular "day"; around 12 hours is a common starting point. A plug-in outlet timer keeps the schedule consistent without you having to remember it.
Plant choice matters as much as the light. On a shelf with only strip lights, low- to medium-light plants such as Pothos, Snake Plant, ZZ Plant, Heartleaf Philodendron and Peace Lily are the easiest fit. Sun-loving plants like most succulents and cacti usually need more intense light than under-shelf strips give. If a plant stretches or loses color, move it closer to the light or add more light.
